The Widows’ and Orphans’ Aid Association of the San Francisco Police Department held their monthly on May 12, 2020 at 1230 hours. The meeting was held via Zoom technology. Roll Call: President Jim O’Meara, Vice President Al Luenow, Secretary Mark McDonough, Treasurer Dean Taylor, Trustees Ryan Walsh, Lou Barberini, Leroy Lindo, Ray Kane, and Administrative Assistant Sally Foster were present. Trustee Rob Forneris was excused.
Approval of the Minutes:
Vice President Al Luenow made a motion to accept the minutes from the April 2020 meeting. Trustee Ray Kane seconded the motion. The motion passed.
Receiving Applications; Suspensions and Reinstatements:
There were no new applications. I read the names of the Unpaid Members for 2020. President O’Meara announced, by his authority per the WOAA Constitution Article III, Section 3, that the following unpaid members are hereby suspended from all rights and privileges: Anna Alexander, Kathryn Bartel,

Trustee Ray Kane made a motion to pay the bills and beneficiary claims. Vice President Al Luenow seconded the motion. The motion passed.

We received the sad news of the passing of the following WOAA members:
Peter Alarcon, age 91: Peter M. Alarcon was born in Monolith, California. Peter entered the San Francisco Police Department on July 1, 1959. Peter was assigned to Star #1033. Peter worked the following assignments during his 30 -year career: Central Police Station (October 6, 1959), Richmond Police Station (September 5, 1960), Northern Police Station (May 21, 1961), Central Warrant Bureau (November 23, 1962), Park Police Station (August 18, 1977), Support Services Bureau Warrants (October 2, 1977). There are no more assignments listed for Peter Alarcon. Peter was promoted to the rank of Sergeant on September 10, 1980. Peter was awarded with a 3rd Grade Medal of Valor on May 2, 1963, for the arrest of a suspect who fired a gun at a woman and then fired the weapon at the Police Officers. The suspect fled and was subsequently apprehended.
Wayne Kanzaki, age 65: Wayne M. Kanzaki entered the San Francisco Police Department on June 19, 1995. Wayne was assigned to Star #2055. Wayne worked the following assignments during his 9-year career: Mission Police Station (December 2, 1995), Park Police Station (April 20, 1996), TTF (December 21, 1996), Legal (October 16, 2000), Southern Police Station (September 20, 2001), TTF (September 7, 2001), Legal (October 6, 2001). Wayne retired with a Disability Pension on October 13, 2004.
Hike Kazarian, age 94: Hike was born on July 25, 1925 to Abraham and Eva Kazarian who fled Armenia in 1915 during WWI. They settled in San Francisco’s Haight Ashbury District in 1921 where they raised their five children. Hike attended St. Agnes Grammar School, and St. Ignatius High School Class of 1943. Hike played two years of varsity football under Coach Alex Swartz. He played halfback along other backfield notables Don Gordon and Hobie Frates. Hike later played semi-pro football with the Richmond Boilermakers against such teams as the Petaluma Leghorns. Hike was a Merchant Marine/U.S. Coast Guard Veteran, who served in the South Pacific during World War II. While Hike was on leave at Port Chicago in 1944, his ship exploded killing 320 American naval personnel instantly in the infamous Port Chicago Explosion. Hike lost several friends that day. In 1946, he married Ouida Milton of Savannah, Georgia and moved into San Francisco’s Sunset District, where they raised seven children; Steven, Thomas, Alan, Ronald, Timothy, Denise, and Marilyn, who all attended St. Cecilia’s Grammar School. Hike joined the San Francisco Police Department on December 17, 1956. His previous occupation is listed as “Driver”. Hike was given Star #1666 and worked the following assignments during his twelve-year career: Northern Police Station (March 11, 1957), Ingleside Police Station (November 4, 1957), Northern Police Station (November 24, 1958, and Co. K/Solo (July 1, 1960). Hike retired with a disability pension on June 30, 1968. Hike was awarded a Second Grade Medal of Valor for services rendered on August 23, 1957. Hike, with Sgt. Ray White, and Officer William Roberts arrested an armed holdup man who had just robbed a service station. No further information on the incident. Three of Hike’s five sons retired as members of the San Francisco Fire Department. Hike was a proud member of the MMOC and the SFPOA. There are many stories of Officer Kazarian patrolling the streets of San Francisco on his Harley Davidson. Hike moved to Sonoma County in 1975 and lived in Santa Rosa for the past 44 years. His beloved Ouida unexpectedly passed away in 1988. Two years later he met Emma Claymore of Santa Rosa and they were married soon thereafter. Emma passed away on August 28, 2018. Hike was a devout Catholic and was very active at St. Eugene’s Cathedral and the Chapel at Santa Rosa Memorial Hospital, where he attended daily Mass and often read the Gospel. Hike was very generous with his time and often visited the sick at the Memorial Hospital and other health facilities. He was also a member of numerous Catholic Societies, including St. Vincent De Paul’s and the Altar Society. Hike fought his cancer like a warrior and his love for Christ never wavered. Known for his high energy and wit, Hike was a devoted family man and usually spent weekends visiting with his children and grandchildren. Although Hike did not spend much time in his kitchen, he was well known for his kettle-barbequed turkeys that he would take to the Santa Rosa soup kitchen every Thanksgiving. Hike is predeceased by two sons, Ronald and Timothy, three brothers, Robert, George and Jack as well as his beloved sister Mary from Fresno. He is survived by his sons Steven, Thomas, and Allan and his daughters Denise Glaze and Marilyn Pelayo and their spouses. He is also survived by 15 grandchildren, 18 great-grandchildren and 2 great-great-grandchildren. He was loved by all those who knew him and will be sorely missed.
Frank R. Petuya, age 87: Frank Petuya joined the San Francisco Police Department on July 1, 1964. Frank’s prior occupation is listed as “Italian Sausage Maker”. Frank was assigned to Star #1712 and worked the following assignments during his 28-year career: Potrero Police Station (September 7, 1964), Central Police Station (September 19, 1965), Bureau of Criminal Information (July 19, 1970), Northern Police Station (July 1, 1971), Central Police Station
(March 11, 1973), Parking and Traffic DP (August 17, 1981), Central Police Station (October 5, 1981), Muni Transit (August 5, 1985, and was promoted to the rank of Q-50 Sergeant on April 7, 1986), Park Police Station (August 3, 1987), Southern Police Station (September 5, 1987). Frank was awarded a Silver Medal of Valor for services rendered on Saturday April 19, 1980. On this day at 1418 hours, Frank and his partner responded to 1584 Post Street where a mother was holding her two daughters at gun point as hostages. One of the hostages managed to flee and met the Officers upon their arrival. She informed them of the situation and that her sister was still being held by their mother who was armed with a shotgun and a revolver. The escaped hostage believed that her mother would shoot the other sister. The Officers disregarding their own safety entered the and approached the bedroom doorway where the mother was holding her daughter at gun point. At that moment, the hostage daughter broke away and fled the room. She was led down the stairs to safety by Officer Barbara Campagnoli. Petuya then entered the room and engaged the suspect who pointed a loaded .38 caliber revolver at Frank. He immediately lunged at her engaging in a violent struggle. Petuya overpowered the suspect and was able to disarm her and place her in custody. The suspect was held for immediate psychiatric evaluation. Officer Barbara Campagnoli received a Bronze Medal of Valor for her part in this arrest.

President O’Meara scheduled our next meeting for Tuesday June 9, 2020, at 1230 hours. The meeting location is pending due to the Covid-19 Pandemic.

Roll Call: President Ray Kane, Vice President James O’Meara, Secretary Mark McDonough (conference call), Treasurer Dean Taylor, Trustees Al Luenow, Lou Barberini, and Leroy Lindo were present. Trustees Rob Forneris, Ryan Walsh, and bookkeeper Sally Foster were excused.
The regular order of business was pre-empted for a quarterly report from our Investors from KCM who reported that our portfolio is up 10% since the beginning of 2019.

Receiving Applications; Suspensions and Reinstatements:
President Ray Kane responded to the San Francisco Regional Police Academy and presented the WOAA membership to the 265th Recruit Class. Ray successfully signed up 20 out of the 30 Recruits for WOAA membership.  Vice President Jim O’Meara made a motion to accept the new members, and to reinstate the following WOAA suspended members who have paid their dues and fines. Trustee Lou Barberini seconded the motion. The motion passed without objection. The following previously suspended members are now in good standing with the WOAA: Giovanna Alexander, Michael Androvich, Marsha Ashe, Raymond Austin, Jill Brophy, Malcolm Fong, William Garcia, David Gin, James Gratz, Mary Kilgariff-Weese, Barbara Pinelli, Kevin Rector, Richard Reyes, James Riordan, and Mark Stull. We received the sad news of the passing of our following members:
Kippie Locati, age 72: Kippie Kay Locati was born on November 9, 1946 in Walla Walla, WA. She graduated from the University of Washington in Seattle in 1972, with a degree in Romantic Languages. Kippie relocated to San Francisco in 1977 and joined the San Francisco Police Department. During her career, Kippie walked a beat in the Castro District, and later became the first female San Francisco Police Honda Motorcycle Officer. Kippie later swapped her dirt bike for a horse when she transferred to the Mounted Unit where she patrolled Golden Gate Park and the Presidio until retiring in 2005. Kippie wore star #522 during her career and worked the following assignments during her 28 years in the S.F.P.D.: Police Academy (March 14, 1977), Northern Police Station (July 3, 1977), Mission Police Station (October 9, 1977), Central Police Station (June 19, 1983), Mission Police Station (July 6, 1983), Tactical-Hondas (July 12, 1986), Crime Prevention (February 24, 1996), Hondas (April 21, 1996), Mounted (March 21, 1998),Crime Prevention (March 15, 2002). Kippie retired on April 22, 2005. Kippie was awarded a Bronze Medal of Valor for services rendered on Monday March 19, 1979. On that day, Kippie, with Officers Luis Duran and Michael Dempsey responded at 1630 hours to a call of a “wild 800” and “221 crazy man with a gun at 22nd at Eureka Streets. The Officers arrived and ordered the suspect to drop his firearm. The suspect ignored the Officers commands and continued to wave his firearm in a semi-circle at the Officers. The Officers continued their commands until the suspect eventually complied and laid the firearm on the ground. The Officers took the suspect into custody. Kippie is survived by Nell Burgos, her life partner of 46 plus years.
George Schreck, age 93:
George William Schreck was born on March 17, 1926 in Keokuk, Iowa to Frank and Lillian Kennedy Schreck. He passed away on May 10, 2019 in Idaho Falls, ID. He was under Hospice Care. George served in the United States Marine Corps during WWII and was promoted to the rank of Master Gunnery Sergeant. On October 10, 1948 he married Mary Ellen Murray in San Diego, CA. George and Mary made their home in South San Francisco where they raised their two children, Doug and Debra. George is listed as being a Service Station attendant prior to joining the San Francisco Police Department on October 22, 1958. George wore star #806 and worked the following assignments during his 27 and a half year career: Mission Police Station (March 9, 1959), Northern Police Station (December 14, 1959), Central Police Station (November 1, 1960), Communications (December 16, 1960), Garage (July 24, 1978). George retired with a service pension on April 30, 1986. George also had retired from the U.S.M.C. Active Reserve with 24 years of service. George was a member of the Catholic Church, enjoyed baseball and walking, western movies, and spending time with his family. George is survived by his loving son Doug (Carolyn) Schreck of Idaho Falls, ID, his grandchildren Michael and Christine, and his great grandchildren. George was preceded in death by his parents, wife, and his daughter.
Peter Williams, age 90:  Peter A. Williams was born in San Francisco, CA on October 27, 1928. Peter was listed as a Bank Employee prior to joining the San Francisco Police Department on January 16, 1951. Peter wore star #619 and worked the following assignments during his 9 year career: Taraval Police Station (February 5, 1951), and Central Police Station (August 31, 1953). Peter left the S.F.P.D. on February 1, 1960 to pursue a career in Private Business. Peter Williams passed away on March 15, 2019 in Huntington Beach, CA.
