The monthly meeting of the Widows and Orphans Aid Association for April was called to order by President Bob Mattox on Tuesday June 11, 2013 at 1:40 pm. The meeting was held at our current business location of 850 Bryant st in Room 150.
Roll Call of Officers:
President Bob Mattox, Vice President Al Luenow, Secretary Mark McDonough, Treasurer Dean Taylor,Trustees John Centurioni, Sally Foster, John Keane, and Joe Reilly were present. President Mattox opened the meeting with the Pledge of Allegiance.
President Mattox briefly suspended the normal order of business for a vote on the vacant Trustee chair A motion was made by Trustee Centurioni and seconded by Trustee Foster for the vote which passed with no objection. A vote was held by the Trustees(4) which resulted in electing Leroy Lindo to the vacant position. Leroy Lindo was then appointed by President Mattox as our new Trustee.
Approval of the monthly minutes:
A motion was made by Vice President Luenow to approve the minutes of our meeting on May 15, 2013. Trustee Keane seconded the motion which passed with no objections.
Receiving Applications for new members;
Secretary McDonough reported receiving 44 new applications from Academy Class 237 on May 30, 2013. McDonough stated he will respond to the San Francisco Police Academy on June 17th to address Class#236 for new applications. Trustee Foster will assist McDonough. Class numbers 234 and 235 are nearing their probation phase, and permanent membership.
Suspensions and Reinstatements:
The goal of the WOAA is to provide a generous benefit to the family of a deceased member. We actively recruit new members of each SFPD Academy Recruit Class to increase the strength of our association, and support the Association Fund. We at the WOAA work diligently each year to maintain our veteran membership. Phone calls, emails, and Journal Articles report our efforts to reach out and request our members to pay their yearly dues. It is at this time that I regret to have to place the names of our unpaid members in a six month period, in this article as a ‘Notice of Suspension’. I apologize to any members who has sent their dues either during this month, or simultaneous to this article. It is mandated by our Constituion and By-Laws to suspend members who have not yet submitted their dues in 2013. A member will stay on suspension until dues and a subsequent charge are paid. A member will be dropped from our membership if the dues and charge are not received by December 31, 2013. If your name appears below, please contact us at the number provided( 415 681-3660), and we will resolve this issue. Occasionally we have incorrect contact information of members, primarily retired members, and would appreciate any assistance in contacting the membership. If you know any of the following members and believe that they are outside the necessary contact, please help us locate them. The following members are placed on WOAA suspension as of July1, 2013 pending payments of dues and an additional late charge.

We have six(6) members of the #227 Academy Class who need to send in their dues ASAP.
We have seven members who are listed as being retired since February of 2013. These members will be
In jeopardy of suspension in the coming months if their dues are not received in the 6 month period.
We request dues to be paid every January. I have received complaints from retired members that they
did not receive a bill. We are working diligently to correct any mistakes that may have occurred. I am
scheduled to address the Retirement Seminar in October to explain the process to members who are
nearing retirement. If you retired this year since February, subtract the direct deposit amount
that you have paid before retirement, and subtract that amount from our yearly dues of $72.00. Send us
the remainder for this year. In January, send us a check for $72.00, or set up a direct deposit through
your financial institution. Our goal on this announcement to retain our members. Again, any assistance
in contacting these members will be greatly appreciated. Thank you, and we apologize for any mistakes
or confusion that may have been created on our end.
Communications and Bills:
Trustee Centurioni made a motion to pay the bills. Reilly seconded the motion which passed with no objections.

Report of Trustees:
We received the sad and unfortunate new of five fallen members during this past month.
Dave Gunnar June 27,1950 – May 7, 2013: Dave was a 25 year veteran of the San Francisco Police Department. During his career, Dave worked in various units such as Muni where he worked undercover on Municipal Buses attempting to combat crime and help victims. Dave also worked in the Honda Unit where he was sent to high crime areas where saturation and presence could make a difference for the public. Outside of Law Enforcement, Dave was an avid outdoorsman enjoying hunting, camping and hiking the wilderness. Dave’s favorite outdoor area was the Trinity Alps. Dave leaves behind his only daughter Heather, and two granddaughters ages 18, and 2. Heather stated that her father was a very private man who will forever remain in the hearts and minds of his family in memory, and spirit.
Lou Hutzler age 83: Louis ‘Lou’ Hutzler was born in San Francisco to Louis and Lorraine Hutzler. Lou, a 3rd generation San Franciscan, attended Balboa High School, and then entered the U.S. Navy in 1948 during the Korean War. After the War, Lou worked for his father at Hutzler Painting. Shortly thereafter, Lou entered the San Francisco Police Department in 1956. Lou worked in many different assignments including Mission Station, and retired out of the Burglary Detail. Lou was also assigned to high profile assignments in his career such as the ‘S’ Squad working on the highly documented Zebra killings in San Francisco, Room#100 at the Hall of Justice, and the Narcotics Detail. Lou was awarded 2 Bronze Medals and 6 Silver Medals of Valor for outstanding and dangerous work performed throughout his career. Lou retired as an Inspector in 1984. Outside of Law Enforcement, Lou was an avid San Francisco Sports fan as a “rain or shine,” faithful supporter of the Giants and Forty-Niners. Lou passed away on June 6th, 2013 surrounded by his wife and children after a courageous battle with cancer. Lou is survived by his wife of 63 years, Norma. Lou is also survived by his son Steven, a retired member of the SFPD, his daughters Laurie and Janet, seven grandchildren, one great granddaughter, and a son in law, and daughter in law. Lou was the loving brother of the late Lois and Ray Fisher, and uncle of Dean Fisher. Lou’s most enjoyable times were spent with family and friends.
Roger Marr age 88: Roger was born in Salt Lake City, Utah in 1924 but moved to San Francisco, California in 1925 where he remained a Calfornia resident for the rest of his life. Roger served in the U.S. Navy during WWII and enjoyed sharing stories from his experiences. After the War, Roger entered the San Francisco Police Department and retired after providing 26 years of service. Roger retired at the rank of Sergeant, and for much of his career served as a ‘Beat Cop’ on Clement Street in the Richmond District. Roger thoroughly enjoyed meeting and helping people. Roger was predeceased in death by his son John. Roger is survived by his other seven children Ann(Gary), Kathleen, Mary Ellen(Ralph), Daniel(Margarita)who is also a retired member of the SFPD, Margaret(Mel), Theresa and Michael. Roger was a devoted grandfather of 15 and a great grandfather of 6. Roger will be missed by all and has been wished to be walking a new beat in heaven.
Johnny Phillips 03-19-32 to 05-13-13: Johnny Will Phillips was born in Elba, Alabama to the late Rev. Ernest and Evie Phillips. He was one of six children and confessed to Christ at an early age. His family moved to Florida prior to moving to Buffalo,New York in the 1930’s. He enlisted in the Navy and completed his tour of duty in 1954. Johnny was discharged in San Francisco, where he met and married Dorthell Thompson. Johnny and Dorthell had three children, Angela, Gregory, and Glenn. Johnny worked for a short time as a janitor, and as a postal worker. In 1960, he became one of the first black San Francisco Police Officers. He was eventually promoted to the rank of Inspector and was assigned to the Fraud Detail. Johnny retired in 1985 out of the Photo Lab, and accepted a lateral transfer as a Lottery Agent, and subsequently retired from the position in 1996. In 1965 Johnny met and married Vera Burgess and had one child with Vera, Juliannah. Johnny led a very active life and enjoyed Golf, Photography, and owned John’ Focal Point in Richmond. He was one of the founders of the Golden Gaters Golf Club and a member of the Western States Golf Association. He enjoyed spending time with his family and friends. Johnny is survived by his wife Vera, daughters Angela Hilton and Juliannah Richmond (Mitch), his sons Glenn (Shirley) and Greg. Johnny was also survived by seven grandchildren and one great grandson as well as a large extended family, and friends.
Lew Werle age 88: Lewis Werle passed away peacefully at his home last month, in Spokane Valley,Wahsington. Lew was born in Wenatchee,Wa in 1925 and survived a flood at the age of 4 months. He and his mother moved to Dodson,Mt to join he family. She later married John Werle and was joined by a sister Alice and brother, Bob. With the help of friends and family Lew was able to obtain a good education at Dodson High School. Lew entered the Navy at age 17 in 1942 and was discharged in 1949. Lew was recalled into service for the Korean conflict in 1951 and was formally discharged in 1952. During the break from his service he married Lillian “Tiny” Adams, and settled in San Francisco, Ca. For several years they offered to shelter several children and family members when the need arose. Lew and Lillian had two children, Nancy(April 1957) and Sandra(November 1958).The family lost Tiny in 1970. After the Navy, Lew worked for Lil Jack Horner Bakery, and then joined the San Francisco Police Department in 1954. Lew enjoyed 30 years of dedicated service, retiring in 1983. Lew relocated to Spokane, Wa in 1985 to be closer to his family. Soon thereafter, Lew met Pat and a friendship developed that was collaborated by both of their daughters. The friendship later developed into a happy marriage for both. Lew was active in community service in his area. Lew is survived by his wife Pat, his seven children Jesse(Cranston)Hawley of Harlem,Mt, Toni(Vaughn)Lodge of Spokane,Cindy Jeanotte of Spokane, Nancy(Lyle)Martin of Colbert,Wa, Sandra Lodge of Spokane, Kathy(Gary)Fuchs of Billings,Mt, John Jeanotte of Spokane, thirteen grandchildren, 27 great grandchildren, and 3 great-great grandchildren with one new “Lewis” due in June.

Unfinished Business:
A motion was made by Trustee Foster to rewrite the WOAA Constitution and By-Laws to reflect the current climate of business practices. Our Constitution and By-Laws were drafted over a century ago and are in need of updates and revision. The motion was seconded by Trustee Centurioni and passed without objection. Trustee Joe Reilly and President Bob Mattox will collaborate on this project. Once the language is drafted and agreed upon, a vote of the membership will take place to adopt the measure.
President Mattox addressed the Board on establishing a WOAA website to better serve our members. President Mattox will research our options on the matter and report his findings and options next month.
Our current place of business is the Hall of Justice in room #150. Our meetings take place on the second Tuesday of each month and begin at 1:45pm, unless a change is needed. There was a recent request to discuss moving our venue for the convenience of our membership. At this current time, our location has met our needs. A move may occur in the next 5 years depending on the building and remodeling plans of our location, and proposed new plans to use the POA building which may be our future venue.
New Business:
Treasurer Taylor reported that our Audit is scheduled for next month and that the firm of Burr, Pilger, and Mayer have notified us of an increase in yearly fees of $3000. A motion was made by Trustee Centurioni to pay the increase. The motion was seconded by Trustee Foster with agreement of Board Members to begin an analysis and comparison of Auditing firms for future business. The motion passed with no objections.

Adjournment:
President Mattox and the board observed a moment of silence for our above listed fallen members. President Mattox adjourned the meeting at approximately 3:00pm. President Mattox set next month’s meeting for July 9, 2013, at the Hall of Justice 850 Bryant St in room#150, at 1:45pm.
