Monthly Minutes – July 9, 2013

The monthly meeting of the Widows and Orphans Aid Association for July was called to order by President Bob Mattox on Tuesday July 9, 2013 at 1:45pm, in room 150 at the Hall of Justice.

Roll Call of Officers:

President Robert Mattox, Secretary Mark McDonough, Treasurer Dean Taylor, and Trustees Joe Reilly, Sally Foster, John Keane and Leroy Lindo were present. SFPOA Journal Editor Ray Shine and Wells Fargo Bank representatives were also present at the meeting.

Approval of the minutes of the June 2013 Meeting:

The approval of last month’s minutes was momentarily suspended for a report from the Wells Fargo Bank representatives regarding our membership fund. Wells Fargo reported a modest positive report of our fund this year and an overall stability since last year.

Wells Fargo representatives exited the meeting after their report.

Subsequent to the Bank Report, Trustee Foster made a motion to approve our minutes from the June 2013 meeting. Trustee Reilly seconded the motion which passed without objection.

Receiving Applications for new members; suspensions and reinstatements:

Secretary McDonough reported that he responded to the San Francisco Police Academy and signed up 19 of 21 members of the 236L Recruit Class on June 17, 2013. McDonough previously was able to sign up 44 members of the 237 Recruit Class on May 30, 2013. All signees will become permanent members after completing their probation period as new Police Officers. Two signees have since dropped out.

Communications and Bills:

Trustee Sally Foster made a motion to pay the bills that were presented monthly by Treasurer Dean Taylor. Trustee Joe Reilly seconded the motion which passed with no objection. The monthly bills for June included death benefits to the beneficiary of our listed fallen members.

Our condolences go out to the family of Sgt. Martin Halloran. Sgt. Halloran is a highly respected member of the San Francisco Police Department, and the current president of the San Francisco Police Officers Association. Martin’s father Coleman recently passed away. A $50 donation was made to the memory of Coleman Halloran by WOAA Trustee Joe Reilly.

Report of Trustees:

The Association received notice of five member deaths for this month.

Guido Borlo passed away in June of 2013. Guido was born on 08-08-25 in San Francisco, California. Prior to working in the S.F.P.D., Guido worked in a Service Station. Guido entered the San Francisco Police Academy on April 16, 1956, at the age of 30. On July 9, 1956 Guido left the Academy for an assignment at Northern Station. Guido transferred to Taraval Police Station on 01-02-57 before transferring again to Central Police Station on 10-16-57. Guido, after three assignments in less than two years, transferred to Co.K where he remained a Solo Motorcycle Officer until his retirement in 1981.Guido wore S.F.P.D. star #1813. Guido leaves behind Yolanda, his wife.

Carl Klotz: Carl passed away at the age of 72 peacefully at home surrounded by his loving family on June 25, 2013. Carl lost a seven month battle with cancer. Carl was born on October 19, 1940, and was raised in San Francisco’s Excelsior District. Carl was a graduate of Balboa H.S., and S.F. City College where earned his degree in Criminology. Prior to entering the San Francisco Police Department, Carl served his country in the U.S. Army. Carl, assigned star#1780, entered the S.F.P.D. in in September of 1964 and this was the beginning of a distinguished police career culminating to his appointment to the elite Homicide Unit. As an Inspector in Homicide, Carl continued to shine playing an intricate role in solving many high profile cases, including the breaking of the Zebra and Night Stalker investigations. Carl had worked at Central Police Station and Potrero Police Station prior to his assignment to the Inspectors Bureau. Carl is survived by his loving wife Kristine, sons Brian and Christian, adoring granddaughter Kaylyn, loving Aunt Betty Klotz, and brother-in-law and sister-in-law Larry and Liz Perez. Carl was by his parents Carl and Vera Klotz and Uncle Fred Klotz. Carl was a loved member of Indian Valley Golf Course and the N.G.A. where enjoyed many happy days with his friends. Carl was a kind, generous, caring man whose sense of humor will be missed by many. Carl was always optimistic and ready with a quick laugh and a smile.

Carl’s funeral service took place at St. Anthony’s Catholic Church in Novato, California on July 15,2013. Many of Carl’s contemporaries were present with his family, and other friends to honor Carl’s life, and to pay their respect. Frank Falzon, Carl’s partner in Homicide and long- time close friend delivered a touching, heart-warming, and light hearted speech on Carl’s behalf. Frank touched on Carl’s dedication to Police Investigation, his love of family and friends, his caring and giving nature, and how he lived up to the nickname “the General”. Frank Falzon’s words not only described Carl’s passion for family, work, and social interaction, but it was clear that an unbreakable bond of respect, brotherly love, and friendship was shared by both Frank and Carl, for each other.

Roger Liljedahl: 11-17-46 – 6-17-13.Roger was born on 11-17-46 in Council Bluffs, Iowa. Roger worked as an Airline Serviceman before entering the S.F.P.D. on 7-1-68, at the age of 21. Roger was assigned star#487 and was assigned to Southern Police Station on 10-28-68. Roger worked at City Prison in 1969, Central Police Station in 1970, and transferred back to Co.B on 08-01-71. On 01-02-80, Roger transferred to the Mounted Unit and worked until he was promoted to dual rank Inspector/Sergeant on 10-22-80. Roger worked as a Sergeant at Potrero and Park Police Stations.  Roger left the S.F.P.D. as a Sergeant from the San Francisco Police Department on 01-05-90, and later retired from Wells Fargo Bank. Roger is survived by his wife Mary, daughters Allison and Verity Liljedahl and Frances Beadle, mother Bette Liljedah, brother Wendell and his family, sister Wyla Beatty and her family, four grandchildren and his best friend Gene Keller. Preceded in death by his father Ralph Liljedahl. A memorial service was scheduled for July 21, 2013. :

Hallet Meilicke: was born on 04-12-22, and passed away in June of 2013. Hallet was a San Francisco native. Hallet served his country in the U.S. Army and shortly after his discharge joined the S.F.P.D. at the age of 23. Hallet entered the S.F. Police Academy on 08-29-45. Hallet was assigned star#1241, and was assigned to various units within the S.F.P.D. including HDQ., Ingleside and Southern Stations, and the Co.K 3 wheel motorcylcles on 06-01-49. On -8-07-64 Hallet transferred within the Traffic Bureau to Traffic Administration where he remained until 07-01-67 when he was promoted to the rank of Inspector. Hallet retired in 1973. Hallet is survived by his son Edward and daughter-in-law Carol, two grandchildren, and four great grandchildren. Hallet was preceeded in death by his wife Millie.

     Dave Spencer: was born on 12-03-1946 in Lawton, Oklahoma. David was a Station Attendant prior to entering the S.F.P.D. Dave entered the San Francisco Police Department on 03-16-70 at the age of 23.Dave was assigned to star#243.  Dave retired in August of 2000 as a Lieutenant in the San Francisco Police Department. Dave worked many years in the Northern Police District as a Patrol Officer and a Beat Officer. Dave served the Department as a Field Training Officer.  Dave’s partners included Armand Gordon, and Randy Kringes. Dave was promoted to Sergeant/Inspector on 03-02-92 and later to Lieutenant on 03-28-00. One of Dave’s interests was playing an active role in Family Crisis Intervention having taught a course at Los Medanos College . Dave made other stops in the Department including Medical Liaison, the Robbery Detail, and the Records Division where he was the Officer in Charge. Dave leaves behind his wife of 45 years, Dolly, his son David, his daughter and son-in-law Rebecca and Eric Carter, and his five grandchildren David,Luis, Ana, Elizabeth, and Ava.

Unfinished Business:

Ray Shine selflessly and graciously worked on, and presented a new draft for an updated re-write of our Constitution and By-Laws. The draft was presented to all members for review and will be voted for adoption at a future meeting.  The language was in need of an update to reflect decades of changes in our society, and in particular, our community. Grammar and punctuation were also in need of update and correction. President Mattox assigned the Trustees as a ‘Special Committee’ to submit their report next month regarding the draft.

President Mattox, with the assistance of Ray Shine, submitted three drafts for our future website. Trustee John Keane made a motion to adopt a website for the WOAA which will greatly assist our members with updated information and forms. The motion was seconded by Trustee Sally Foster and passed with no objections. There will be an initial cost of $3000 to set up this website and a maintenance fee of $75.00 for a monthly maintenance fee. This website will be designed to give our members beneficiary forms for changes, and any information they need regarding our Association.

President Mattox set our next meeting for Tuesday August 13, 2013, at the Hall of Justice 850 Bryant St., Room 150, at 1:45pm. A moment of silence was observed for our deceased members. President Mattox adjourned the meeting at approximately 3:00pm.

All Members:

Last month we printed the names of the members who have not paid their dues for 2013. As I stated in last month’s article, we apologize for any mistakes made on our part. To date, we were mistaken on two members. Thomas Dougherty and Dave O’Donnell paid their dues and were mistaken for members who shared their last name I apologize for the error.

Our goal is to keep our members in the Association and to ensure that they remain in ‘paid’ status. We want to assist the families in need by dispensing the benefit check when their time of need is upon them. We do not want to report that a member was ‘unpaid’ and that we are unable to honor their membership. Please understand that our Constitution and By-Laws mandate that we suspend members who are unpaid for six months, and drop them from membership after one year on non-payment. We request that the yearly fee of $72.00 be paid every January. There is no desire on our part to embarrass or anger any member by publishing their name for non-payment.
