The Widows’ and Orphans’ Aid Association of the San Francisco Police Department held their monthly meeting for April 2022 on Tuesday April 12, 2022, via Zoom technology.

Roll Call: President Rob Forneris, Vice President Lou Barberini, Secretary Mark McDonough, Treasurer Dean Taylor, Trustees Ryan Walsh, Leroy Lindo, Ray Kane, Jim O’Meara, and Maureen Leonard, and Administrative Assistant Sally Foster were present for the meeting.
Approval of the Minutes: President Rob Forneris made a motion to approve the minutes from last month’s March 2022 meeting. Trustee Ryan Walsh seconded the motion. The motion passed.
Receiving Applications; Suspensions and Reinstatements: There are no new applications for membership. Suspensions: Article III, Section III of the WOAA Constitution mandates that Members pay their dues each year by April 1st. Members who neglect to pay the dues are subject to Suspension. Treasurer Taylor has reported to the Secretary, the following Members who have not paid their dues for 2022. Secretary McDonough read aloud the names of those members to President Forneris. President Forneris, as mandated by our Constitution, suspended the following members from all benefits and privileges of the Association: (Retired Members) Debbie R. Adams, Kevin M. Adams, Mark A. A letter will be sent to each of the above- named Suspended Member informing them of this action. Each year we experience returned letters. Members who relocate and neglect to inform us of their new address will most likely not receive the Suspension Letter. All Suspended Members who have not paid their dues by September 1st will be dropped from the Roll. Dropped Members have a 2-year time frame to pay their back dues and fines, and submit a report of “good health” from their physician when reapplying for membership.
Communications and Bills: Treasurer Taylor read aloud the monthly bills and beneficiary claims of recently deceased member James Deignan. Trustee Ryan Walsh made a motion to pay the bills and beneficiary claims. Vice President Lou Barberini seconded the motion. The motion passed.

Report of Trustees: James Deignan, age 73: James Michael Deignan was born in San Francisco, California on October 3, 1949, to the late James Mitchell and Frances Mae (nee Maron) Deignan. A graduate of Polytechnic High School and City College of San Francisco, Jim joined the San Francisco Sheriff’s Office prior to entering the San Francisco Police Department. Jim served the citizens of San Francisco as a Police Officer for 42-years. The majority of Jim’s career was his assignment to Central Police Station, aside from a 7-year stint as the Chief’s Public Information Officer. Jim served as a member of the Board of Directors for the San Francisco Police Officers Association for 8-years, and was elected Commissioner on the San Francisco Health Service System Board for 22-years (1987-2009). Jim loved basketball and excelled as player/coach of the S.F.P.D. All Star Basketball team, and the Olympic Club National Team. Co-founding the S.F.P.D. Basketball League, Jim led the All-Star Basketball Team to several Medals in the California Police Games (Formerly known the Police Olympics), and a Bronze Medal at the International Police Games in Florida (1976). He was elected to the San Francisco Police Officers Association Hall of Fame in 2005. A member of the Olympic Club for over 40-years, Jim coached the Golden Master and Platinum Divisions, playing a major role in bringing the first PCAC Championship to the Club in 2012 (Platinum Division). In addition to the Veteran Police Officers Association, Jim belonged to numerous other Organizations including the Native Sons of the Golden West (Twin Peaks Parlor 214), Fryers Club, Poly Lunch Club, the SF Old Time Athletes, and the Baseball Old Timers of San Francisco. He was a life-time member of the Godfathers Club (St. Vincents School, San Rafael, CA.) since 1979. Jim was surrounded by his family when he peacefully passed away on March 31, 2022. He is survived by his wife of 47 years, Mary Ellen, their children Stephanie (Nicholas Coroneos) Deignan, Clare (Simon Outram) Deignan, and Therese (James) Tacchini, and also his brother Patrick (Jeanne) Deignan. Jim was the beloved Grandpa to Jacob Deignan-Levy, Charlotte and Eleanor Outram, and Isabelle Tacchini. He will be remembered fondly by his Mother-in-law, Mary Morley, brothers-in-law Luke (Lori) Morley, Michael (Robin) Morley, and John Morley, and sisters-in-law Monica Hinojos, and Bernadette (Michael) Osborne as well as many nieces, nephews, an friends. Jim started his career as a San Francisco Police Officer on February 14, 1972 and was assigned to Star #2002. Jim worked the following assignments during his 42-year career: Police Academy (February 14, 1972), Ingleside Police Station (May 28, 1972), Central Police Station (July 15, 1973), Arson (July 13, 1996), Support Services (September 4, 1996), Central Police Station (October 26, 1996), Public Affairs (March 3, 1998), Central Police Station (February 1, 1998). Jim retired on June 14, 2014.
