The Widows’ and Orphans’ Aid Association of the San Francisco Police Department held their monthly meeting on Tuesday March 1, 2026.
Roll Call: President Ray Kane, Vice President Jim O’Meara, Secretary Mark McDonough, Treasurer Dean Taylor; Trustees Lou Barberini, Rob Forneris, Ryan Walsh and Leroy Lindo, and Administrative Assistant Sally Foster were present. Trustee Maureen Leonard was excused.
Approval of the Minutes: Trustee Lou Barberini made a motion to accept our minutes from our last meeting. Vice President Jim O’Meara seconded the motion. The motion passed.
Receiving Applications; Suspensions and Reinstatements: There are no new applications or suspensions. Tim Oberzier, after paying his back dues and submitting a doctor’s report of good health, was reinstated by vote of our board. Although there are no new suspensions this month, there will by numerous suspensions on April 1, 2026, if we do not receive dues from the following members: Retired Members: James Adams, Michael D. Communications and Bills: Treasurer Taylor read aloud the monthly bills and beneficiary claims from the beneficiary of fallen members Manny Baretta, Ed Erdelatz, Dan O’Shea, Bob Quinn, and John Robertson. Vice President Jim O’Meara made a motion to pay the bills and beneficiary claims. Trustee Rob Forneris seconded the motion. The motion passed. The WOAA Board received a letter in the mail from a member who was our former Mayor and San Francisco Chief of Police, the honorable Frank Jordan. Mayor Jordan expressed his appreciation for the work and performance of our Board. Thank you, Mayor Jordan.

Report of Trustees: The WOAA Board received the sad news of the following members who have passed away:
Arthur W. Kenney Jr., age 88: Arthur W. Kenney was born in San Francisco, California on September 6, 1936. Arthur worked as a truck driver until he entered the San Franciso Police Department on October 22, 1958. Arthur wore Star #1073 and worked the following assignments during his short three-plus year Law Enforcement career: Mission Police Station (March 9,1959), Central Police Station (December 14, 1959), and Southern Police Station (November 1, 1960). Arthur separated from the San Francisco Police Department and transferred to the San Francisco Fire Department on January 14, 1962.
Robert Joseph Quinn, age 98: Robert Joseph Quinn was born on November 7, 1927, in San and was assigned to Star #1475. Robert Quinn worked the following assignments during his 16-year career: Taraval Police Station (July 18, 1949), Southern Police Station (May 22, 1950), M/L (October 8, 1950), Northern Police Station (July 28, 1952), and the Inspector’s Bureau (September 7, 1953). Robert J. Quinn retired on August 18, 1969, with a Disability Pension.
Thomas J. Santoro, age 81: The passing of Thomas J. Santoro occurred on August 31, 2025. His passing was reported to us in May of 2026. Thomas was born on September 12, 1943, in San Francisco, to Domenico Santoro and Josephine A. Colla. Tom was a master chef, and an avid car enthusiast, and he nurtured a passion for golf. Tom graduated from Balboa High School in San Francisco and went on to become an Officer of the San Francisco Police Department. Shortly after joining the San Francisco Police Department, Tom transferred to the San Francisco Fire Department. Tom worked for 25 years in SFFD, where he rose to the rank of Captain. Tom’s greatest accomplishment was his marriage to his one true love, Patricia Fraser, in May of 2003 at Pebble Beach surrounded by adoring friends and family. He is remembered for his humility, compassion, and dependability. Tom and Patricia settled in Burlingame, Ca, and made loving memories together with their incredible family and friends. Tom is survived by his loving a devoted wife Patricia, daughter Rosemary, 3 grandsons, stepdaughter Melanie, Patricia’s twin-brother Patrick Sutherland, and wife Linda. Thomas Joseph Santoro entered the San Francisco Police Department on October 16, 1966, and left Law Enforcement for a career in the San Francisco Fire Department less than 1 year later, on October 9, 1967. As a San Francisco Police Officer, Thomas wore Star# 1097, and worked at Ingleside Police Station.
