The monthly meeting of the Widows and Orphans Aid Association for December was called to order by President Mark McDonough on Tuesday, January 8, 2013 at 1:46 p.m. in Room 150 at the Hall of Justice.
Roll Call of Officers:
President Mark McDonough, Vice-President Robert Mattox, Secretary Joe Reilly, Treasurer Dean Taylor, Trustees John Centurioni, Sally Foster, John Keane and Al Luenow were present. Trustee Harold Vance was excused. President McDonough opened the meeting with the Pledge of Allegiance.
Installation of Officers:
President McDonough administered the oath of office to the incoming officers and trustees for 2013: President Bob Mattox, vice President Al Luenow, returning Secretary Joe Reilly and returning Trustee John Centurioni. President Mc Donough then turned the meeting over to the new President, Bob Mattox. President Mattox thanked past President McDonough for his service. President Mattox asked past President McDonough to temporarily take the Trustee seat vacated by vice President Luenow. Trustee Vance will be sworn in at the next meeting.
Approval of the minutes of the December 2012 meeting:
A motion made by Luenow, seconded by Centurioni, to approve the December minutes passed without objection.
Receiving applications for new members, suspensions and reinstatements:
Secretary Joe Reilly reported to the Trustees that the following members have been delinquent in payment of their dues for a period exceeding one year: Louie Benavidez, Stanislav Bratchikov, Paramut Kaur, Pavel Khmarsky, Jason Lai, MariaPeregrina, Craig Perry, Jonathan Pigford, Joseph Reyes, Daniel Rosiak, Monica Fields, Mark Gallegos, Laurel Hall, Marta McDowell, Bruce Meadors, Gerard Neybert, Dennis Quigley, Robert Sanchez, Daniel Toomey.
Per Article III, Section 4 of the Association’s Constitution, President Mattox asked for a motion to drop those persons so delinquent from the membership rolls. A motion by McDonough, seconded by Foster to remove them from membership passed without objection. As of this date, the persons named above are no longer entitled to benefits of the Association. The Secretary will notify each of them by mail at their last known address.
Secretary Reilly commented that those dropped from the membership rolls today may be able to rejoin the Association with the approval of the Trustees after paying back dues and late fees.
Communications and Bills:
Dean Taylor presented the Treasurer’s report and requested approval for payment of expenses, including a benefit payment. Secretary Reilly reported that the Association received a memorial donation from Kamla Nambiar ($100.00) in memory of Joan Liuzzi. Treasurer Dean Taylor requested permission to have our accountants prepare a necessary response to an “Economic Census” required by the US Department of Labor. A motion by Keane seconded by Centurioni to approve payment passed without objection.
Report of the Trustees:
The Association received notice of one member death this past month:
Patrick K. Simmons, 88 years, 78th Academy Class, Star #258.
A native of Daly City, Patrick graduated from Lowell High School and served in the U.S. Navy during World War II. He was a manager for Brinks Armored Car Service before being appointed to the SFPD in February, 1955. His fist assignment was to Park Station followed by a transfer to Mission in 1956. Beginning in 1961 he served at Southern. In1968, he transferred to the Identification Bureau and was promoted to Sergeant in 1970. Patrick remained in the ID Bureau until 1981 when he transferred to Vice Crimes, from where he retired the following year. He received a First Grade Meritorious (Gold) Medal of Valor in 1958 for his role in apprehending and arresting two armed suspects who had robbed the patrons of a tavern and fired at the officers during their attempted escape.
Unfinished Business:
Our investment managers at Abbott-Downing (Wells Fargo) requested to attend the February meeting to make the year end 2012 report. Secretary Reilly reported that the bills for dues to be mailed to retired members were being prepared. President Mattox discussed the need for review and updating of the Association’s Constitution and By-laws. Treasurer Dean Taylor commented on the anticipated large shift of members from active to retired status and the need to update member files.
New Business:
President Mattox appointed past President McDonough to temporarily fill the vacant Trustee seat. Secretary Joe Reilly reported that the WOAA would be speaking to the incoming Academy Class in early February.
Good of the Association:
If you are a Widows and Orphans member whose dues are deducted from your paycheck and are retiring soon, or if you have retired in the last year, please remember that payroll deductions for dues stop once you are retired. Dues payments are not deducted from retirement checks. (Automatic payment through the credit union is not affected) Please contact the Association for instructions on maintaining your membership. Please contact the Association in order to update your beneficiary status. The WOAA can send you the form via e-mail. In general, any change to your beneficiary designation must be notarized unless it is witnessed by one of the Association Officers or Trustees.

President Mattox set the next meeting for Tuesday, February 12, 2013 at 1:45 p.m. in Room 150 at the Hall of Justice. A moment of silence was observed for all our deceased members. The meeting was adjourned at 2:44 p.m.
