The Widows’ and Orphans’ Aid Association of the San Francisco Police Department held their monthly meeting for August of 2021. The meeting commenced at 1200 hours and was conducted via Zoom Technology.
Roll Call: President Al Luenow, Vice President Rob Forneris, Secretary Mark McDonough, Treasurer Dean Taylor, Trustees Lou Barberini, Leroy Lindo, Ray Kane, Jim O’Meara. Administrative Assistant Sally Foster and Trustee Ryan Walsh were excused.
Approval of the Minutes: Trustee Ray Kane made a motion to accept the minutes from our July 2021 meeting. Secretary Mark McDonough seconded the motion. The motion passed.
Receiving Applications; Suspensions and Reinstatements: The WOAA has no new applications or suspensions this month. Treasurer Dean Taylor reported that suspended member Joo Han Kim paid his back dues and fines. Secretary Mark McDonough made a motion to reinstate Joo Han Kim. Trustee Jim O’Meara seconded the motion. The motion passed. Welcome back Joo Han Kim. Unfortunately, we have to address dropping members from our roll due to their suspensions for unpaid dues and fines. The following members have been reported by the Treasurer, to the President, as suspended members who have exceeded their allotted time of six months this year (WOAA Constitution Article III, Section 4) to pay their dues and back fines. We made an effort to contact the following members by telephone, email, and finally by certified mail. The following members remain suspended and are now, by order of President Luenow, dropped from our roll: Jose Andrade, Colby Austin, Christian Bowman, Glenn Brakel, Andrew Bryant, Alvin Chan, Justin Clayton, Gabrielle Colby, David Connell, Michael D. Davis II, Barbara Dullea, Karen Ferretti, Adam Foltz, John Grabbe, Anthony Graziano, Oliver Guernsey, Anthony Halligan, Thomas Haymond, Micah Hope, Tom Jankovic, Darius Jones, Gavin Kundert, Steven Y. Lee, Candiece Lewis, Stephanie Long, Meghan Macaulay, Lucas Malatesta, Robert F. Moore, Carlos Padilla II, David Raney, Mark Roan, Eric J. Robinson, Mazi Sadiki, Edward Schuldt, Josh Tiamulu, Andy Ting, Ryan Vail, James White. A certified letter of this action and the member status will be mailed to each of the above listed dropped members. Members who wish to be reinstated, must pay their back dues and fines (WOAA Constitution Article III, Section 6), with a letter from a physician proclaiming the applicant to be in good health (WOAA Constitution Article III, Section 2). Many of the certified notices of Suspension were returned to us which is evidence of either an outdated address, or refusal of the member to sign for the letter.
William Gay, age 79: William J. Gay was born and in San Francisco on November 10, 1941.to Richard and Lucille Gay. He graduated from Mission High School in 1959. He joined the U.S. Coast Guard where he attained the rank of Aviation Electronics Technician Class. Bill is listed as being a Western Electric Installer prior to his career in Law Enforcement. Bill Gay joined the San Francisco Police Department on June 16, 1965, at the age of 23. Bill was assigned to
star # 503. Bill worked the following assignments during his 30- year career: Taraval Police Crime Specific Task Force (CSTF) (February 15, 1976), Ingleside Police Station (April 9, 1980), Bureau of Inspectors “S” Squad (promoted to Q-35 Asst. Inspector and to the rank of Q-50 Sergeant and transferred on August 8, 1980), Legal Office (September 24, 1980), S Squad (June 30, 1982), General Work Detail (July 28, 1982), Mounted Unit (as the Sergeant in-charge, March 19, 1989). Bill retired with a 30-year Service Pension on April 25, 1995. He was a member of the Nevada County Law Enforcement and Fire Protection Council. Bill was a 32nd degree Scottish Rite Mason, and Elk. He served with the California bodies of Scottish Rite, Columbia Brotherhood Masonic Lodge #370, Nevada City Elds Lodge #518, San Francisco Elks Lodge #3 as a 29-year member and served the Exalted Ruler 100-=01, and again 1997-98. Bill was also the Chairman of the Board of Trustees and President of the Building Association at Lodge #3. A Masonic service will be held for Bill at a future date. Bill is survived by Mary White, his partner of 20 years, his sons Robert (Colleen) Gay of Las Vegas, and Richard Gay of Walnut Creek, California, and brother Matthew Gay of San Francisco, and grandchildren Derek and Brooke Ellingson, and Elizabeth and Olivia Gay of Hayward, California. He was preceded in death by his parents, son William Jr., and daughter Linda Marie.
Carl Payne, age 81: Carl Allen Payne was born on July 27, 1040 in San Francisco, California. Carl joined the San Francisco Police Department on December 2, 1991 and worked the following assignments during his 12-year career: POSP (1991), (Central Police Station (April 24, 2000, Chief’s Office (May 8, 2004), Central Police Station (March 26, 2005), Support Services (September 25, 2006), Central Police Station (November 18, 2006). Carl Payne retired on October 16, 2013. There is no further information on the life and career of Carl Payne.
Report of Special Committee: No special Committee at this time.
Old Business: We will honor our Past President(s) with a traditional dinner. Several of the dinners have been postponed due the Covid Pandemic. Past President Leroy Lindo is the first of on the second Tuesday in September.
New Business: No report this month.
Good of the Order: No report this month.
Adjournment: President Luenow led our Board in a moment of silence for all our fallen members including recently passed members William Gay and Carl Payne. Luenow adjourned the meeting and scheduled our next meeting for Tuesday September 14, 2021 which may be a Dinner Meeting honoring Past President Leroy Lindo (see Old Business).
