The Widows’ and Orphans’ Aid Association of the San Francisco Police Department held their monthly meeting on Tuesday December 8, 2020. Due to the Covid-19 Pandemic restrictions, the meeting was conducted by Zoom technology. The meeting commenced at approximately 1200 hours.

Roll Call: President Jim O’Meara, Vice President Al Luenow, Secretary Mark McDonough, Treasurer Dean Taylor, Trustees Rob Forneris, Ryan Walsh, Lou Barberini, Leroy Lindo, and Ray Kane, and Administrative Assistant Sally Foster were present.
Approval of the Minutes:
Vice President Al Luenow made a motion to approve the minutes from our November 2020 meeting. Trustee Ryan Walsh seconded the motion. The motion passed.
Receiving Applications; Suspensions and Reinstatements:
There were no new applications, no suspension, or reinstatements this month.
Communications and Bills:
Treasurer Taylor read aloud the monthly bills. There were no beneficiary claims for any recently passed members this month. However, due to months of exhaustive investigation and research, and due to the most recent two month follow up by Trustee Leroy Lindo, the WOAA was able to close out the claim for the beneficiary of Kippie Locati. Kippie passed away in 2019. We were unable to track down her beneficiary, who shared residences in the United States and Mexico. Several months of calls to City organizations, and to several retired San Francisco Police Officers had negative results. Trustee Leroy Lindo, who worked at Mission Police Station on Kippie’s watch, then picked up the search and was able to develop leads through real estate searches, and in-person interviews. Shortly after Kippie’s passing away, her beneficiary became terminally ill and passed away. Leroy was able to obtain the necessary information to close out Kippie’s beneficiary claim. Thank you again Leroy. Vice President Al Luenow made a motion to pay the bills and beneficiary claims. Trustee Rob Forneris seconded the motion. The motion passed.

The WOAA received the sad news of the passing of our following members:
David J. Dillon, age 92: David Joseph Dillon Jr. was born to David and Edna Dillon on July 19, 1928 in San Francisco, California Dave graduated from Corpus Christi Grammar School, and Sacred Heart High School in San Francisco, Class of 1947, Dave was drafted in to the United States Army and served in the Korean Conflict. Dave was employed as a truck driver prior to his career in law enforcement. Dave entered the San Francisco Police Department on October 16, 1950 and was assigned to Star #203. Dave worked the following assignments during his 30 year career: Taraval Police Station (November 6, 1950), M/L (December 15, 1950), Potrero Police Station (January 2, 1953), Ingleside Police Station (January 5, 1953), Northern Police Station (August 31, 1953), Ingleside Police Station (October 26, 1953), Southern Police Station (promoted to the rank of Q-50 Sergeant on April 10, 1964), Park Police Station (July 6, 1977), and Mission Police Station (promoted to the rank of Q-60 Lieutenant on April 5, 1978). David J. Dillon retired with a service pension on October 7, 1980, and is the father of retired San Francisco Police Captain Kevin Dillon. After retirement, Dave worked for the Bay Meadows Racetrack for 28 years in Security. Dave was predeceased by his wife Carol, and parents Dave and Edna. Dave is survived his son Kevin (Lezli), (Terry), daughter Susan (Jim), and son Martin (Theresa), and eight grandchildren, Katie, Brian, Kelly, Nick, Marissa, Lucas, Hannah, and Brendan. Dave is also survived by three great-grandchildren, Elia, Beckett, and Callen. Dave will be remembered for always being there for his family and friends
Paul L. Forslind, age 79: Paul L. Forslind was born in San Francisco, California. Paul was employed as a Power Plant Engineer prior to his career in law enforcement. While attending City College of San Francisco in 1962, Paul met, fell in love with, and married Pat Johnson. Within four years Paul and Pat were the proud parents of three adorable children. Paul entered the San Francisco Police Department on February 16, 1966 and was assigned to Star #977. Paul worked the following assignments during his 27 plus year career: Central Police Station (May 2, 1966), Potrero Police Station (December 1, 1967), Northern Police Station (August 4, 1969), Co. K AIB (July 19, 1970), Crime Lab (August 2, 1978). Paul was promoted to the rank of Q-50 Sergeant on December 3, 1980 while assigned to the Crime Lab. Paul retired with a service pension on July 6, 1993. Paul was awarded with a Police Commission Commendation for services rendered on January 22, 1973. At approximately 2200 hours and while off duty and on his way to the Hall of Justice, Paul apprehended a drunk driver on the Golden Gate Bridge. The driver was driving erratically and endangering the lives of all the motorists on the bridge. Paul was instrumental in the Law Enforcement career of one of our Past Presidents. Paul’s urging and positive support to now-retired Lieutenant Rene LaPrevotte, was a major factor in Rene joining the San Francisco Police Department. Rene stated that he swapped a wrench (automotive garage repair) for a Star and Gun Belt after a few recommendations from Paul Forslind. Paul was a highly respected Police Officer and a true family man. Paul was a devoted father who always found time to coach his son’s baseball and football teams, as well as his daughter’s softball team. When Paul wasn’t coaching his children’s sports teams, he was squeezing-in time for his passion hobbies of dirt bike riding, snow skiing, kayaking, and hunting in Colorado. A true outdoorsman! After Paul and Pat’s grandchildren arrived, Paul and Pat utilized their 40 ft, 4 slide-out, RV. Paul and Pat’s favorite trip with the grandchildren was the screaming ride up and over the Oregon sand dunes in a dune buggy. Paul and Pat celebrated their 58th Wedding Anniversary on August 18, 2020 and reminisced regarding the enjoyment they shared over their lifetime together with their family and friends. Paul and Pat hosted many dinners for treasured friends and both enjoyed the endless laughter and joy over competitive card games. Paul is survived by his wife Pat, his son Jeff (Tina), daughter Debbie Shubin (Rob), and son Tim. Paul will lovingly be remembered by his grandson Travis (Danielle), and his beautiful granddaughters Haley and Taylor. All is well…..your Police Officer grandson says “rest easy Grandpa…I’ll take it from here.”

New Business:
Our 2021 WOAA Board vote was completed last month. The 2021 Board Members are as follows: President Al Luenow (2nd term), Vice President Rob Forneris, Secretary Mark McDonough, Treasurer Dean Taylor, Trustees Ryan Walsh, Lou Barberini, Leroy Lindo, Ray Kane, and our 2020 President Jim O’Meara. Past President Sally Foster is our Administrative Assistant. President Jim O’Meara steered the ship through the troubled waters of the Covid-19 Pandemic. Jim stayed active in every phase of the operation and guided us through the necessary changes. Jim will pass the torch too Al Luenow who will assume WOAA presidential duties for a second term, at our next meeting. Congratulations to Jim O’Meara for his organizational skills and leadership ability in the year 2020. We welcome Al Luenow and Rob Forneris as the President and Vice President in waiting.

President O’Meara led our board in a moment of silence for fallen members David Dillon and Paul Forslind, and for all our fallen members. President O’Meara scheduled our next meeting for Tuesday January 12, 2021.
